A hotel pre-opening furnishing programme succeeds on sequence: approve the mock-up room before mass production; lock OS&E lists to the operator’s brand standard early; inspect before shipping, not after arrival; warehouse near site and deliver floor-by-floor as areas complete; and hold a documented snagging and handover for every space.
12–9 months out
The foundations are set well before the site is ready for a single chair:
- Design freeze on FF&E specifications and finishes
- Mock-up room built, reviewed and signed off by owner, designer and operator
- Bill of quantities finalised; budget locked; tender packages awarded
- Production orders released with inspection milestones in every contract
- OS&E lists confirmed against the operator’s brand standard
9–4 months out
Production and logistics dominate this window:
- Factory visits and in-line quality control on major packages
- Pre-shipment inspections passed before any container closes
- Freight booked; customs documentation and SASO compliance prepared
- Warehouse secured near site; delivery sequence agreed with main contractor
- OS&E purchase orders placed — volume lines first (linen, tableware, smallwares)
Final 4 months
Installation is choreography:
- Floor-by-floor site readiness confirmed (clean, secure, climate-controlled)
- Phased deliveries against the installation sequence — guestrooms typically top-down
- Installation teams under supervision with method statements and risk assessments
- Public areas installed late to protect finished work
- OS&E put-away to operator departments; asset register delivered
- Room-by-room snagging, rectification and documented handover

When should OS&E arrive on site?
As late as safely possible — typically in the final 8–10 weeks — once secure storage exists and department heads are in place to receive it. Too early and it clogs the site; too late and it threatens the opening.
